Full window isnt full for me

When i launch in full screen it is about 1/3 of my screen, the background is just blacked out. ive tried a few things but nothing works for me. A solution would be greatly appreciated as ive always played full screen.

You will only experience this issue at the login, char create, and char select screens. Once you are in game, you won't have this issue.
